Government of Gibraltar in LOCKSTEP with Rockefeller’s Evil Plan
If you have not read or listened to the speech out of Ghana where the Rockefeller Foundation’s Plan is explained, you need to do so – Now. You need to wrap your head around how it’s been implemented on The Rock.
The speech has been transcribed in the original post of this thread by @GibMessenger. See above. The speaker is Dr. Samuel Onwona, one time Economist with the World Bank Group, as identified by @Peter below.

Is Picardo in bed with Rockefeller? Is he marching with the devil?
Understand HOW he and his thugs are in exact LOCKSTEP with Rockefeller’s evil plan, which actually goes by the name – “Scenarios for the Future of Technology and International Development”. 
From two other replies above, we know that the plan has been around for years. You can watch the 2014 video posted above by @CalmWithinStorm. Also @A_Freeman posted the link to the plan, pinpointing out that Page 18 of the report is the beginning of the description about the LOCKSTEP. This reply is about the Government of Gibraltar’s involvement in Rockefeller’s LOCKSTEP program; it will not address all the discrepancies of what the virus is, or is not, which has been covered in other posts.
Let’s break down the EVIL PLAN – as discussed in the speech above – in how it played out in Gibraltar:
As we go through the steps, Gibraltar’s synchronicity with the Evil Plan starts to reveal itself –
Initially, Gibraltar learned of the “corona-virus” through media outlets, both locally and abroad. This was the stage that the so-called virus would “infect” members of host countries and have time to “spread” internally before being released globally through travel. Thus, Gibraltar had to bide its time.
STEPS OF THE PLAN:
CREATE a very contagious, but super-low mortality-rate hybrid virus – a research strain, with the primary script that it’s natural, which is why it was reported to spread “organically” as it did – China, Italy, Singapore and more.

TRANSPORT AND SPREAD the virus under the ruse that is was stolen from Western labs and smuggled to China – Plausible Deniability.
As more and more research and news would come out, it would likely be determined to be man-made, thus T.H.E.Y. had to be ready to push false narratives.

The speech says the virus would be supposedly stolen from Canada – which made alternative news like on ZeroHedge:

The GOAL is to get as many narratives in the public domain as possible, so that the real truth can remain elusive; and the real perpetrators remain hidden or protected with plausible deniability.
SIDENOTE: Remember plausible deniability was used to protect the tobacco and asbestos industries and now is being used to protect the harm of electromagnetic radiation from cell towers, WiFi, and 5G.

Have a BACK-UP script, which was “It was created in China and released by accident”.
We see this play out in the global media. For example:

Note: These angles help dilute the Truth. With everyone chiming-in and reports coming in from left and right, people find it hard to know whom to believe. Again, it’s part of the deception.
SIDENOTE: As far as what’s happening in the world, the only thing that is The Truth and the only thing you should believe is The Bible. Everything happening today was written many centuries ago. And the prophecies will never be circumvented – EVER.

Plandemic Response Leaders – led by WHO, UN, CDC, NIA and talking heads Fauci, Birx, CHEDROS to control the script throughout the operation.
Gibraltar falls prey to its local authorities bowing to the WHO. We even witnessed public health director Sohail Bhatti changing his stride to be in “lock-step” with what was coming down the road, and from above his pay-grade. This is why he quickly changed his mind about face-masks.
He also strategically delivered the “deadly” news to keep you afraid, as well as justify the draconian measures making their way to The Rock, although paced at a speed to keep Gibraltar in LOCKSTEP with the original script.
Why would the WHO want to speak with Bhatti? First, to give him credibility where it was lacking on The Rock; and second, to reward him with recognition for marching to their tune. We wonder why he deserved so much kudos from the WHO, when he pretty much parroted the WHO recommendations. And if the WHO is going to have so much say in how public health is run in Gibraltar, why does it need a director? It’s really about rewarding their choir-members, for singing in harmony from the same hymn-sheet.

Create a global VACCINATION plan.
Gibraltar quickly joined the march in the search for a vaccine. It secured supplies through NHS of vaccines and medicines, disclosed by acting GHA director Krish Rawal. Gibraltar health officials and politicians left and right “look” to a vaccine to be the cure and/or preventative to this deadly COVertID 2019 virus, which arrived right on queue.
There is a race to develop a vaccine – despite all the evils associated with them; and no doubt with every human forced to take the vaccine, there’s a lot of money at stake. For those of you not new to the problem-reaction-solution scenario, it can probably be concluded the vaccine was already developed and in queue to be “found”, so that this all seems “natural”.

By the Way: The Rockefeller Foundation provided financial support to the Kaiser Wilhelm Institute of Anthropology, Human Heredity, and Eugenics, which later inspired and conducted eugenics experiments in the Third Reich. The Rockefeller Foundation funded Nazi racial studies even after it was clear that this research was being used to rationalize the demonizing of Jews and other groups.

Enter ID 2020 – which was brought to us by Bill Gates and the World Economic Forum. They along with the John Hopkins University ran a simulation known as Event 201, in which players acted out a simulation of the LOCKSTEP hypothesis, just prior to the research strain being released. This simulation was the template that participating evil governments were to use to stay in LOCKSTEP with the NWO plan.
And Gibraltar politicians, health officials, police and military played their parts to a tee. Just like Event 201, Gibraltar was inundated with weekly press briefings from talking heads spewing out numbers and disseminating 1984-style news on legislative measures to keep everyone safe – just as the simulation taught them to do, expected them to do – while creating a top-down government, in which the general population were to be tightly controlled.
Event 201 Live Exercise happened in Gibraltar. How many times did they tell you they were participating in “live exercises”? The drive-thru testing was an EXERCISE; setting up the Nightingale hospital was an EXERCISE, a drill, in which multiple partners joined in; and the inflatable tent at St. Bernard’s was an EXERCISE. They even used media briefings styled after the Event 201, which took place in New York. The local media also featured respected locals telling you to “follow the rules”, and “stay indoors”, as scripted by the Main Event exercise.

Is this not what happened in Gibraltar? Has the Government taken more authoritarian leadership with growing citizen pushback? Are they in on it? Of course they are. This is why Picardo seems impervious to criticism, and can sling insults. It adds to the plot.

Downplay the human-to-human transmission for as long as possible, to allow the research strain to spread on a global scale.

Gibraltar bided its time; waiting for the opportune time – when the virus would have “naturally” made it across the border – to implement the next step.

Overhype the mortality rate.
Not only was Gibraltar inundated with weekly press briefings, Sohail Bhatti and Fabian Picardo told you that everyone was going to get the virus; and Bhatti became known as Dr. Death – right on queue, causing his own style of public pandemonium.

If anyone dies for any reason during the outbreak, it is to be deemed Covid19 related.
While Gibraltar didn’t see any deaths; and perhaps wouldn’t have gotten away with this tactic, media and officials reported on the death statistics being spewed out globally. So yes, they were doing their part in deceiving the population that many more people were dying of Covid19 than there really were.

Money can often buy complicity, because health agencies got funds based on the number of cases they could report. How this played out in Gibraltar is unknown; but Gibraltar did take measures to fund the battle against the so-called epidemic.
What funds GHA or the University received to support the plan is unknown, but assume they were “paid” for playing their parts, with donations, upgraded equipment, technologic advances, facilities/labs, and more.

Keep the public quarantined for as long as possible to destroy the region’s economy.
How many local and small businesses suffered in Gibraltar? How many are still hanging on by a thread?

Cause people’s immune system to weaken. Almost all advice given was about weakening the immune system, because an immune system strengthens by being exposed to others and our environment.

Downplay and attack any potential treatments, and continue to echo that only a cure is viable to fight this virus, or a.k.a., also known as a vaccine.
Any alternatives to combating the disease outside the planned immune-suppressing recommendations were to be ridiculed: we saw this on a global scale.
And it is no secret Gibraltar’s politicians and health officials are waiting on that vaccine. Plus, they have Fixer-Bhatti to push compulsory vaccines. In fact, he’s in place to take a bit of the heat off Gibraltar politicians; but they all know the plan.

Continue to drag out the quarantine over and over and over again in two week intervals, causing more and more people to eventually stand up and protest, or defy them.
Gibraltar saw this with “Unlock The Rock”, and phased out in similar intervals.
Gibraltarians started complaining; Facebook forums began to grow with comments of discontent etc., until finally Open Your Eyes was formed, to “stand up and protest.”
The Government of Gibraltar expected this protest and discontent. It’s in the timeline, because they understand human-nature.
Romans 8:4 That the Righteousness of The Law might be fulfilled in us, who walk not following the flesh, but following the Spirit.

Was it wrong to join together and protest? No; but it is a two-edged sword. You have to join together and identify the fighters, so that you can unite and swell. But the government also uses protests and social media to identify the “dissidents”. Do not fear the government – that brings tyranny. Fear God and do the right thing – fight for Truth and Justice.
THE FIGHT FOR THE KINGDOM AND JUSTICE FOR ALL

Eventually End “Stage 1 Quarantine” once they get enough public pushback, which was calculated to be around June 2020.
Did this not happen in Gibraltar; and right on schedule with Rockefeller’s plan?
The original OYE protest was planned for May, but the Government of Gibraltar and its RGP policy enforcers threatened the organizers, and it was delayed until June 29 – at which time it was “okay” to allow the population to protest; and happened according to plan.

Gibraltar has a limited window of opportunity to hold its local traitors to account, before the next “steps” can be implemented and checked off the list. You must get and stay ahead of them.
Once the public goes “back to a so-called normal”; wait a few weeks, and then continue to overhype the research strain mortality rate, August to September 2020.

This will introduce “Phase 2 Quarantines” in October to November, on an even more extreme level, and blame the protesters mostly people who don’t trust their governments already; for causing the larger 2nd wave.
In order to blame you for the second wave, they’ve got to have you out “spreading” the so-called virus, so that the new wave can be officially blamed on the public, not the government.
“This is all your fault,” politicians and health officials will claim. “And because of your selfishness, there will be consequences; your freedoms will be taken away by force, in the name of humanity.”

ENFORCE “Phase 2 Quarantine” at a much more extreme level, increasing the penalty for defiance, and place fines or jail terms. Deem all travel as non-essential. Increase check-points, including military assistance. Increase tracking, tracing of the population: mandatory apps. Take over control of food, gas, large-scale shortages, so that people can only get access to essential products, services if they are first given permission.
How likely is it that the new RGP Commissioner will go along with these new Phase 2 Draconian measures? Is he just the man for the job? Hopefully, he will do the right thing and refuse to enslave you.
Quell any public outrage using extreme action and force, and make anyone who defies them appear as public enemy number 1, to those who are willing to submit.
All Dystopian, Communists, Marxist-style governments have gotten away with this very tactic. It’s in our history book; and history repeats itself.
To many who have fallen victim to the scam, protesters are already the enemy, or people going to the beach, or people meeting for drinks. Many still are being deceived that the right thing to do is to stay locked up at home. These people fear for their lives, use guilt, shaming, and other tactics to try to pull you into their false belief-system – which they have been programmed to believe. The world has been terrorized so much that it is susceptible to the slightest suggestions.
But we knew this would happen. Satan would be able to deceive the whole world (Rev 12:9).
You need to expose who are the real enemies to the public, before you get the blame for the second PLANNED wave, carried out by your leaders; AND before the RGP and Defense Police morph into Stasi officers, or Storm Troopers.
Wait approximately 6 plus months, then roll out the vaccination program, vaccine certification, and make it mandatory for everyone, giving priority access to those that submitted from the start.

As far as Gibraltar politicians sitting pretty, watching this all play out and playing their parts on queue – because they are placing their bets that the NWO wins against God, being atheist Biblically unlearned men, and having no faith – they need to be sued for FRAUD, economic hardship; and arrested for TREASON, and SEDITION (because they are helping to bring in another government – the global NWO). It calls for having those that are for it, attack those who are against it, saying that they are a threat to the cause of all, saying the problem is we can’t go back to normal until everyone takes the vaccine. People who are defying them are hating our way of life and therefore are the enemy.
This is already happening on The Rock, as we can see on social media.
We even saw how easily neighbor turned against neighbor, calling the police to report them for disobeying legislation on (anti)-social distancing.

Gibraltar already has hegemony in this area, being a supporter of FinTech, digital currency and DLT.

CREATE a weaponized-version of the virus as a back-up plan for Phase Three.
Phase Three is Complete Enslavement and Population Reduction – and your Government is Complicit in these crimes; and at this stage they would be guilty of mass-murder: genocide.
The Satanic Georgia Guidestones tell us their population goal – 500,000,000. To achieve this, people are going to have to die en masse. And let’s face it, to them , Gibraltar is full of useless eaters. They plan to move you out of the way for the stakeholders of the world. Your Rock is being sold from beneath your feet.
The Only Real and Lasting Solution
Reinstate God’s Law, which would eliminate the elites means of controlling you. For example, declaring a True Jubilee would free you of your debt and redistribute the wealth.
Under God’s Law, DEBT is forgiven every 7 years.
What that means is Gibraltarians’ debts must be wiped clean with immediate effect, as the nation has never kept this LAW in the first place.
It must be taken down to the individual level, meaning if someone has an old debt with you, it must be forgiven. The only person you should owe anything to is the “I AM”. And the only person you should take a knee to is The Lord.
Matthew 6:12 And forgive us our debts and trespasses (if we truly repent), as we forgive our debtors and those who trespass against us (if they truly repent).
Under God’s Law, WEALTH is redistributed every 50 years.
What this means for Gibraltarians is all the wealth in Gibraltar is to be divided equally among the residents.
The reason this was put into LAW is so that a few individuals could not devise evil schemes through politics, shell companies, contracts, bribes and blackmail to keep themselves in power over “the poor”; where they would have the funds and the means to pay policy enforcers and politicians to enact legislation to keep you oppressed and them rich. If everyone is on equal ground, how does one rise to the top, to so-called lord over you.
It’s going to take God’s Law, not another political party, or additional man-made legislation. The forming of Together Gibraltar served to make the GSLP stronger, because it divided their opposition. TG is still just another political party who think they know best how to “rule” the nation – and it is still made up of humans who think they know better than God; and all kinds of man-made legislation is a political parties’ game.
