Let's use logic. They plan to make life for the unvaccinated as difficult as possible.
It is outright despicable how the GSLP plays politics itself. No one gives up power willingly. And the ones in power are going along with the global plan; and the Nazification of Gibraltar, despite the human rights violations. They don't care about human rights, they care about being in LOCKSTEP with the Great Reset.
The goal is to Coerce as many as possible to get vaccinated so that they only have to manage about 10 percent of the population (those who remain unvaccinated) - as lower level prisoners – and eventually the Us-team will demand the Them-team to be eliminated.
This mission-creep is already happening in Ireland, which is probably a test-ground for Europe (and the world) on more draconian legislation.

Ivor Cummins analyzes Ireland’s Statutory Instrument (SI) Number 168 of 2021, which on pages 11-12, it outlines how vaccinated persons can hold events in dwellings.

6.
(1) A person shall not organise, or cause to be organised, an event to be held in a dwelling in a relevant geographical location for social or recreational reasons other than in accordance with paragraphs (2) or (3).
(2) An applicable person may organise, or cause to be organised, an event to be held in a dwelling in a relevant geographical location for social or recreational reasons where –
(a) the dwelling is the applicable person’s place of residence, and
(b) the person takes all reasonable steps to ensure that the persons attending, or proposed to attend the event (for whatever reason) –
(i) are part of the same household as the person organising the event, or
(ii) fulfil a legal obligation (including attending court, satisfying bail conditions, or participating in ongoing legal proceedings), attend a court office where required, initiate emergency legal roceedings or execute essential legal documents,
(3) A vaccinated person may organise, or cause to be organised, an event to be held in a dwelling in a relevant geographical location where he or she has reasonable excuse.
(4) For the purposes of paragraph (3), a vaccinated person has reasonable excuse for organising, or causing to be organised, an event to be held in a dwelling in a relevant geographical location where -
a) the dwelling is the vaccinated person’s place of residence,
(b) the event is attended only by vaccinated persons, and
(c) persons who are part of no more than 2 households, including the household of the person organising the event, attend the event.
(5) Where
(a) a child, and an event under paragraph (2) is attended by –
(b) a parent or guardian of such child, who is not part of the same household as the child, the parent or guardian, as the case may be, shall be deemed to be part of the same household as the child.
(6) Paragraph (1) is a penal provision for the purposes of section 31A of the Act of 1947.

Cummins implied this is going to be mission-creep to a two-tiered prison system, stressing that unvaccinated people are not mentioned in the SI. Unvaccinated people will have less freedom; and they might not be able to meet people in their own home. It doesn’t have teeth yet in Ireland, because most of the population hasn’t been vaccinated, but shows how it could be applied when that mission is reached.
The legislation has been pushed through too fast; and the Irish government wants to get as much of the population vaccinated voluntarily as possible, but will eventually have to strong-arm those that don’t, and reduce the number who don’t take the jab to something more containable, by making life as difficult as possible.
It's been reached in Gibraltar - as most of the population has taken the jab.
Again, use logic. The HMGoG will want to make life as difficult as possible for those who don't take the jab (and of course they are going to lie about how they are doing it for good – WAKE UP). Not being able to visit loved ones is just another step to normalize the Nazification of Gibraltar. What's to come will be more restrictions, just as Cummins pointed out in his video. Watch out for further "legislation" for the so-called protection of the population.
