Germany is afraid of attack. A list of bunkers and shelters is created
Germany is in the process of drawing up a list of bunkers and shelters in which people could hide in the event of an attack. Citizens are encouraged by the authorities to rebuild basements and garages into private shelters, according to AFP.
Bunkers and shelters in Germany
A spokesman for the German Interior Ministry announced at a press conference that "a digital catalog of all bunkers will be developed so that people can quickly find them on the phone". He added that the inventory "will take some time". At the same time, he did not provide a detailed work schedule.
The daily "Bild" described this plan as "bunker offensive" in a country where social unrest related to the potential threat from Russia is increasing.
Most of the facilities come from World War II and the Cold War
According to AFP Germany currently have 579 bunkers, most of which come from World War II and the Cold War. They can accommodate approx. 480 thousand people. The number of inhabitants of Germany is 83 million.

Transfer of nukes to Kiev would be viewed as attack on Russia – Medvedev
The former president’s warning follows reports that discussions have been held in the US about Ukraine obtaining a nuclear arsenal

Moscow will consider any threat of nuclear arms being supplied to Ukraine by the US as preparation for a direct war with Russia, former president Dmitry Medvedev has warned. The actual transfer of nuclear weapons would be tantamount to an attack on the country under Russia’s new nuclear doctrine, he added.
In a Telegram post on Tuesday, Medvedev referenced a recent report in the New York Times. In a piece bylined by four of its journalists, the NYT claimed that US and EU officials are “discussing deterrence as a security guarantee” for Ukraine, claiming a conversation is underway to consider giving Ukraine nuclear weapons.
US politicians and journalists are seriously discussing the consequences of providing Kiev with nuclear weapons, said Medvedev, who serves as the deputy chair of the Russian Security Council.
“Looks like my sad joke about crazy senile Biden, who’s eager to go out with a bang and take a substantial part of humanity with him, is becoming dangerously real,” he said.
Medvedev argued that the idea of “giving nukes to a country that’s at war with the greatest nuclear power” is so absurd that Biden and anyone else considering such a step must have “massive paranoid psychosis.”
The former president said the threat of transferring nuclear weapons to Kiev would be viewed as preparation for a nuclear conflict with Russia.
“The fact of transferring such weapons may be considered as the launch of an attack against our country in accordance with Paragraph 19 of the ‘Basic Principles of State Policy on Nuclear Deterrence’,” he wrote.
Medvedev was referring to Russia’s recently revised nuclear doctrine in which President Vladimir Putin lowered the threshold for Moscow’s use of its nuclear weapons.
Putin ordered a change in the nation’s nuclear doctrine in late September and approved the document on November 19. The move came as the US and several Western nations allowed Ukraine to use foreign-made long-range weapons for strikes deep inside Russia, despite Moscow’s warning that this would escalate the conflict and result in NATO’s direct participation in the hostilities.
The document allows Moscow to treat an attack by a non-nuclear state, backed by a nuclear power, as equivalent to direct nuclear aggression.
Last week, Russia carried out a strike on Ukraine using the latest Oreshnik medium-range hypersonic missile, saying it was a response to Kiev’s cross-border attacks using US-made ATACMS and HIMARS systems, as well as British-made Storm Shadow missiles.

SEOUL, Dec 3 (Reuters) - South Korean President Yoon Suk Yeol on Tuesday declared martial law in an unannounced late night address broadcast live on YTN television, claiming he would eradicate "shameless pro-North Korean anti-state forces".
He did not cite any specific threat from the nuclear-armed North, however, instead focusing on his domestic political opponents.
The surprise move sent shockwaves through the country, which had a series of authoritarian leaders early in its history but has been considered democratic since the 1980s. The Korean won was down sharply against the U.S. dollar.
The White House did not immediately respond to a request for comment.
Yoon said he had no choice but to resort to such a measure in order to safeguard free and constitutional order, saying opposition parties have taken hostage of the parliamentary process to throw the country into a crisis.
"I declare martial law to protect the free Republic of Korea from the threat of North Korean communist forces, to eradicate the despicable pro-North Korean anti-state forces that are plundering the freedom and happiness of our people, and to protect the free constitutional order," Yoon said.
He did not say in the address what specific measures will be taken. Yonhap news agency reported that the entrance to the parliament building was blocked.
"Tanks, armored personnel carriers, and soldiers with guns and knives will rule the country," Lee Jae-myung, leader of the opposition Democratic Party, which has the majority in parliament, said in a livestream online. "The economy of the Republic of Korea will collapse irretrievably. My fellow citizens, please come to the National Assembly."
Yoon cited a motion by the country's opposition Democratic Party, which has a majority in parliament, this week to impeach some of the country's top prosecutors and its rejection of a government budget proposal.
South Korea's ministers on Monday protested the move by opposition DP last week to slash more than 4 trillion won from the government's budget proposal. Yoon said that action undermines the essential functioning of government administration.
