The Regional Government of Andalusia has definitively approved the General Urban Planning Plan (PGOU) of La Línea de la Concepción. This plan, which still needs to correct some deficiencies before its entry into force, aims to transform this town in Cadiz through strategic and sustainable planning. The Minister of Development, Articulation of the Territory and Housing, Rocío Díaz, stressed that the new PGOU will promote the industrial and economic development of La Línea from the maximum respect for the environment.

Growth of residential and urban land

The new PGOU contemplates the construction of more than 11,500 homes, of which more than half will be officially protected. This growth seeks to meet the growing demand for housing and promote an orderly development of the city. Rocío Díaz stressed that this plan follows the guidelines of the Government of Juanma Moreno, focusing on sustainable and environmentally friendly urban development.

In addition to residential growth, the PGOU also allocates a significant area to industrial and tertiary use. 175,139 square metres of developable land have been planned for industrial use, in continuity with the existing industrial estate and next to the new northern access. 186,088 square meters have also been designated for free spaces, improving the current standard and increasing the square meters per inhabitant.

Integration of irregular settlements

One of the most outstanding aspects of the PGOU is the incorporation of part of the land of the irregular settlement of El Zabal. This integration seeks to order the urban development of the area and solve environmental problems derived from the overexploitation and contamination of the aquifer. The actions planned in El Zabal include the reservation of land for open spaces and facilities, as well as the connection of these lands to the municipal public networks.

The plan also contemplates the incorporation of irregular buildings with a high degree of consolidation, provided that they comply with urban planning legislation and are not located on rural land of special protection or with flood risks. This measure will make it possible to regularize and improve the living conditions of many inhabitants of the area.

Economic and tourism development

The PGOU of La Línea de la Concepción also focuses on promoting the economic and tourist development of the city. The land adjacent to the Campo de Gibraltar will have two main actions: the AH-6 "Santa Bárbara" area and the AH-7 "Business Centre". In "Santa Barbara", the sports equipment will be rearranged by introducing tertiary uses, while in the "Business Center" an office and hotel center will be implemented, taking advantage of the strategic location next to the border, the airport, the urban center and the beach.

The mayor of La Línea de la Concepción, Juan Franco, has spoken out after learning the unemployment figures for the month of July, which put the number of unemployed people in the municipality at 8,609, 389 fewer than the previous month.

The mayor considers that it is “a really hard figure”, but highlights that in recent months “the economic situation of the municipality is being redirected, which has experienced a drop in unemployment”. Thus, in May, the number of unemployed reached 9,097 and in June, 8,998.

“I think we are in a change of economic cycle”, said Juan Franco, who recalled that in 2020, the worst moment of the pandemic, the number of unemployed people was close to 12,000, so he believes that “previous levels are being recovered”.

The mayor states that as a public administration, the City Council will continue working to foster the appropriate economic circumstances with the aim of seeing the number of unemployed “hopefully one day reduced to zero”. He believes that actions such as the approval of the new Urban Development Plan and the future port development on the western coast will contribute to a greater reduction in unemployment. Franco points out that 8,600 unemployed “is not a number to be happy about, but at least it is enough to see that there is a change in trend and that one of the most worrying ratios we have in the city is gradually decreasing.”
