Russian crude is leaking oil into the Hallaniyat Islands Marine Reserve — the primary habitat of one of the most critically endangered whale populations on Earth — and an international compensation mechanism that should cover cleanup costs has been structurally voided by the same event that caused the spill. As of July 31, satellite imagery analyzed by multiple independent specialists confirmed that crude is actively leaking from the hull of the Caroline Bezengi, a 274-meter (899 ft) Suezmax grounded on a reef off Oman's Dhofar coast, with a darkening slick spreading in a cove adjacent to waters that hold the entirety of the world's Arabian Sea humpback whale population. The Caroline Bezengi (IMO: 9224439) loaded Russian Urals crude at the Black Sea port of Novorossiysk around May 11, transited the Suez Canal southbound, and was en route to Sikka port in Gujarat, India, when it first reported difficulties on June 8 off the southern Yemeni port of Mukalla. Two separate maritime security sources told Reuters that initial assessments indicated a blast had occurred onboard. The vessel's crew abandoned ship approximately three days later, on June 11, which was also the last date its AIS transponder transmitted a signal on public tracking systems. The Automatic Identification System — mandated under IMO SOLAS Regulation V/19 for all international commercial vessels above 300 gross tonnes — is designed to broadcast a ship's identity, position, course, and speed continuously to coastal authorities and other vessels. The system's critical structural flaw is enforcement: only the vessel's flag state can penalize AIS violations.
