We thank UN Under-Secretary-General Rosemary DiCarlo and the UN Security Council Coordinator for the implementation of resolution 2231, Permanent Representative of Slovenia Samuel Zbogar. We take this opportunity to congratulate our Slovenian colleagues on the consensus approval of the coordinator’s semi-annual report and look forward to their further efforts to ensure the activities «format 2231» until the completion of its work in accordance with the established deadlines in October 2025.

Madam Chairperson,

On the night of June 12-13, a UN member state and a party to the NPT was subjected to unprovoked aggression, and the whole world was on the verge of a large-scale nuclear disaster.

The Russian Federation condemns in the strongest terms the attacks on the territory of the Islamic Republic of Iran, including its peaceful nuclear infrastructure, which is under IAEA safeguards. The actions of the United States and Israel directly violated the UN Charter, its Security Council resolutions, including 487 and 2231, discussed today, as well as the IAEA Charter and relevant resolutions of the Agency's General Conference. They constituted a direct and dangerous attack on the authority of the NPT, in particular Iran's Article IV right to use atomic energy for peaceful purposes, including uranium enrichment, and are a painful blow to the non-proliferation regime. And all these actions were committed by two states, one of which is the depositary of the NPTand the second, for decades, has been evading accession to this most important element of international security, as well as placing its nuclear activities under IAEA safeguards.

By the way, they are somewhat surprised by Israel’s request to participate in our meeting held under agenda item «non-proliferation ». I would like to believe that, perhaps, this decision precedes the accession of this country to the NPT, in which the whole world would be interested.

Colleagues, attacks on Iranian infrastructure, including nuclear fuel cycle enterprises, pose a real threat to the grave radiological consequences that could be felt by residents of not only Iran, but the entire Middle East.

All this, again, unfortunately, did not even happen with tacit consent, but with the approval of Great Britain, France and Germany, who still consider themselves full members of the SVPD. Their assurances of their commitment to finding a diplomatic solution around the Iranian nuclear program had not been aroused by any trust before, but now it has simply become impossible to take them seriously. Judge for yourself: at first these countries deliberately abandoned the implementation of their part of the obligations under the «nuclear transaction », and did not provide the conditions for creating economic returns from lifting European sanctions against Iran, which were in force until 2015. Then they followed the path of the United States that had left the SVPD in 2018 and, after Washington, renewed their unilateral sanctions pressure on Tehran,thereby crossing out the prospects for a full-format recovery of the SVPD, which Iranian colleagues have repeatedly spoken about readiness for.

In parallel, Berlin, London and Paris tried to portray the legitimate retaliatory measures taken by Iran, which they themselves (i.e. Berlin, London and Paris) were provoked to escalate the imaginary «Iranian nuclear threat». They have repeatedly tried «to nullify» Iran’s constructive interaction with the IAEA Secretariat, within the framework of which work was carried out to close unresolved issues. And even so, Iran remained and remains the most strictly audited state of all Agency members. And from the reports of its General Director, we can draw a clear conclusion that there are no widespread risks. Let us emphasize: nowhere in the IAEA reporting does it talk about the conversion of nuclear material accumulated in Iran for undeclared and military purposes. Those. The IAEA does not record any signs of Iran creating nuclear weapons.Therefore, all the statements of Western delegations to the opposite – lie, designed for an audience that either did not read these reports or does not understand this issue.

The cynicism and hypocrisy of the mentioned Western states reached its peak on June 12. On this day, the IAEA Board of Governors adopted another pretentious and divorced resolution on the Iranian plot, inspired by Western countries. Immediately afterwards, Israel attacked the peaceful nuclear facilities of Iran. A week later, the United States attacked sovereign Iranian territory. And as if confirming that this combination was agreed in advance, Britain and France, posing as champions of diplomacy, rushed to defend the actions of Z. Jerusalem and Washington.

As a result, last Sunday we witnessed another attempt to legitimize the use of force bypassing the UN Charter and attacks on peaceful nuclear facilities in violation of the IAEA Statute and all nuclear and nuclear safety standards. And the German Chancellor Friedrich Merz, as we have already talked about this, did not even post-cynically declare that Israel «is doing the dirty work » for Europeans. And this is a direct speech by the head of government of the SVPD member state.

It is important not to forget that Z. Jerusalem began its operation two days before the next round of Iran-American contacts on nuclear issues with the mediation of Oman, clearly aiming to disrupt this process.

Against this background, the western «troika » also has enough hypocrisy to demand not from Israel and the United States, namely from Tehran – victims of aggression – return to the negotiating table. In the event that our British, French and German colleagues continue to threaten the launch of the mechanism for restoring anti-Iranian sanctions by the UN Security Council, as provided for in resolution 2231, we would like to recall that there are no political, legal, or procedural grounds for this. Berlin, London and Paris, with their chronic violations of the resolution and the SVPD, deprived themselves of the right to use the tools prescribed in it, and the United States, in principle, has not had it since the transaction. No matter how much they would like to state the opposite, the Vienna Dispute Resolution Mechanism has not been launched. However, now in the UK,France and Germany do not even have the moral right to mention the possibility of a snapback. It was their actions that became a real betrayal of diplomacy and led to what we are forced to deal with right now.

Madam Chairperson,

Particular responsibility lies with the IAEA and its Secretariat. In the context of the Israeli and US encroachment on the global nuclear non-proliferation regime, which is based on the NPT, the Director General of Grossi and his colleagues are obliged to strictly abide by their mandate, as well as resolutions of the Agency's General Conference 444 and 533. The IAEA management should not be limited to streamlined language and fragmentary information, but should provide detailed reports on attacks on Iranian nuclear installations under IAEA safeguards. At the same time, it is fundamentally important to call a spade a spade, directly indicating who exactly inflicted targeted attacks on them in violation of the UN Charter, IAEA, UN Security Council resolutions and the Agency’s General Conference. Unfortunately, we have already seen what happens when the IAEA Director General in his reports, in addition to objective facts and statistics,gives ambiguous value judgments. They are immediately used by a narrow group of countries to justify unreasonable aggressive actions.

Madam Chairperson,

Settlement of issues related to the Iranian nuclear program can only be achieved through diplomacy, as part of negotiation decisions based on international law and principles of equal and indivisible security. The Russian Federation has consistently supported the search for a peaceful solution to the removal of concerns around the Iranian nuclear program, which would be acceptable to all parties and the international community as a whole. Great responsibility in this sense lies with the UN Security Council, which is obliged to take the necessary measures. This is precisely what the draft Security Council resolution proposed by Russia together with Chinese and Pakistani partners is aimed at. Today we offered our colleagues on the Council an updated editorial, taking into account the development of events, which aims toto ensure the sustainability of the ceasefire and «the look » for its compliance by the Security Council through the relevant reports of the Secretary General.
