The Ministry of Defense of Russia has prepared a document in which it assumes that Ukrainian statehood should be abolished and the territory of Ukraine divided into three parts; this project may be transferred to the new US administration - the Interfax-Ukraine agency revealed on Wednesday, citing sources in special services.
The plan to divide Ukraine was included in the Russian document on the forecast of military and political developments in the world by 2045. As reported by Interfax-Ukraine sources, it is not excluded that Russia - through governments and representatives of third countries - will try to transfer this project to new authorities in Washington.
After the division of Ukraine, one of three parts is to remain "new regions of Russia" , created after the annexation of the Donetsk, Luhansk, Zaporizhia, Kherson and Autonomous Republic of Crimea and Sevastopol to the Russian Federation. The Kremlin's main military efforts are currently focusing on this task, i.e. strengthening the Kremlin's power in "new regions".
The second part of the divided Ukrainian territory is "pro-Russian state formation" , i.e. a state entity with pro-Russian authorities, created in the following regions: Kiev, Chernihiv, Sumy, Kharkiv, Poltava, Kirovohrad, Dnipropetrov, Odessa, Cherkasy, Vinnytsia, Zhytomyr and the city of Kiev.
Moscow's plan also assumes that such a country will reject European and Euro-Atlantic integration and the presence of Russian troops on its territory.
The third part is "discussion territories" , i.e. western Ukraine - Volyn, Rivne, Khmelnytsky, Lviv, Ivanofrankivsk, Tarnopol, Chernivtsi and Transcarpathian regions. The Kremlin thinks that the future of these territories should be decided by Russia in consultation with neighboring countries - Hungary, Poland and Romania.
The Kremlin also forecasts the development of international processes according to four main scenarios. The scenarios of "US and Western dominance" and "China's gaining the status of a leading power in the world" are assessed by the Russians as unfavorable. According to Moscow, they can happen in the event of losing or freezing the war with Ukraine.
In contrast, in scenarios called "shaping the multipolar world and the division of spheres of influence by leading actors" and "regionalization / chaos", the Russians assume victory over Ukraine and global development on terms acceptable to the Kremlin.
