Or vice versa? If so, more likely in the Baltic States all of which are members of NATO, but Finland is as well. You (metaphorically speaking) never know for sure what is next in this cat - mouse / good cop - bad cop games of Global politics.
Baltic States have their backs against the wall ie the sea behind them, Finland has a much longer border with Russia than the Baltic states combined, plus Finland doesn't have a pesky Russian ethnic minority population unlike the Baltic states. Advantage would be with Finland, unless they decide to go for Kaliningrad.Historically too the Finns slaughtered the Russians in 1939-1940 winter war, though that wouldn't be too relevant nowadays.
