The UK-EU treaty about Gibraltar appears to be fast approaching the end-game, with the different protagonists jostling for position as the finishing line draws ever closer. What remains unclear at this stage is whether the end of this marathon will result in an agreement, or whether instead all sides will be catapulted into a no deal Brexit.

Those who are well versed in the world of diplomacy will not have failed to see the signals. The first is the unexpected meeting in New York between Foreign Secretary Lord Cameron and his Spanish counterpart Jose Manuel Albares.
