A law was passed that decreed that all museums, colleges, or anyone else who was in possession of Native American remains, sacred objects, and ancestral relics must return everything immediately... everyone but the Smithsonian. They were specifically and unequivocally exempted from all such laws. It's not only Native American objects, though. When other institutions are forced to give up any historical relic from other civilizations, they must obey, or else.
