A lawyer for Ian McGrail has accused the Government of undermining Parliament by keeping it in the dark about a restriction order that's likely ready to go as soon as the Inquiries Bill becomes law.
Adam Wagner says if this is true, it will have undermined the debate over the Bill.
He stressed the only party who will gain any new powers from the new legislation is the Government itself - a core participant in the proceedings.
Responding to GBC questions on Mr Wagner's opinion, the Government says it has been clear that the legislative changes proposed ensure that our independent judges will have the final say on disclosures from public inquiries.
