The Times is claiming Treaty talks have stalled because Spain's demands have sovereignty implications for Gibraltar, with demands on jurisdiction over the airport.
The paper quotes the Governor as saying the Spanish have asked for a regulatory framework over the management of the airport which Gibraltar can not tolerate.
In response to questions from GBC however, Sir David Steel has limited himself to confirming that he had an interview with the Times in the last few days.
He has declined an interview with GBC today, saying he has nothing more to add than what was said in a GBC Viewpoint interview towards the end of April.
The article also quotes the Chief Minister saying that, while he's sought to move things forward, he will be the stumbling block to progress when the issue proposed involves sovereignty, jurisdiction or control.
A British diplomat is also quoted as saying that although there's a narrow window, a deal would be possible, adding they're not optimistic.
He says there are red lines which the UK is not prepared to compromise over.
