I opened the flip book, copied the weblink, pasted it into an email [to myself] which now allows me to access the flip book as well as share. Hope this helps.

Thanks for the hint. But the problem remains that you cannot download from this web address. But that doesn’t matter either. In the meantime, I have found the preliminary and extensive report of the extra-parliamentary committee of inquiry in German. This report works in principle the same contents, but without pictures.
