Dragados Offshore to Build Two Platforms in Crinavis, San Roque

The mayor, Juan Carlos Ruiz Boix, has met with executives from Dragados Offshore, who plan to build two platforms at the port facilities in Campamento starting in 2026. The mayor welcomed this investment, which will generate peaks of over 300 jobs over five years, and asked the company to avoid causing inconvenience to residents and to prioritize hiring unemployed locals from San Roque.

The meeting took place in the Mayor’s Office with Dragados Offshore executives and local officials, including the mayor and the councillors for Urban Planning and Employment, Alfonso Valdivia and Fernando Vega. The purpose was to inform the council about the project to construct two offshore platforms for renewable energy generation, destined for Germany, to be built at Crinavis from January 2026 to the end of 2031.

After the meeting, Ruiz Boix recalled that the Port Authority of Algeciras Bay (APBA) has three docks in Campamento, known as Crinavis. Two of these docks are occupied by Cernaval, a ship repair yard. The remaining outer dock has recently been awarded a project to build two offshore platforms for renewable energy generation, each with a capacity of 2 gigawatts, intended for Germany.

The mayor explained that the investment by Dragados Offshore, part of the international VINCI group and the Cobra group in Spain, exceeds 10 million euros. The work is expected to begin in January 2026 and finish in 2031, with activity peaks of over 300 employees.

The mayor expressed his satisfaction that Dragados Offshore, which has extensive experience in Cádiz province, particularly in Puerto Real and the Bay of Cádiz, has chosen to locate some of its investments in San Roque. He also mentioned that the engineering work for these two platforms, which will weigh over 40,000 tons, is currently underway. The platforms will be similar in size to the one built by Exxon Mobile at Crinavis for the Adriatic coast of Italy, though the final location of these new platforms is unknown. They will be installed offshore, with the energy generated being sent to Germany.

Ruiz Boix hopes the company will demonstrate “social and institutional responsibility” and presented three requests to the company. First, to respect the rest of Campamento's residents by studying work schedules before issuing municipal permits, as such projects often work around the clock. Second, to prioritize hiring unemployed locals, noting that San Roque ended July with 2,902 unemployed residents. Finally, he asked the company to use the existing training center at the Crinavis port as a site for training workers in the skills needed from 2026, such as welders, pipefitters, boilermakers, and especially electricians.

He concluded by expressing his hope that Dragados Offshore will accept these commitments with satisfaction and sensitivity, ensuring collaboration on this investment to build two 2-gigawatt electricity generation platforms for Germany, which will provide work from January 2026 until the end of 2031.
