Recently de-classified documents previously held by the Foreign Office show that the UK and Spain had planned to host a bilateral meeting of the Brussels Process in 1992 and then in 1993, and diplomats even drafted a press release on the result of the meeting.
The encounter was to be held between then Europe Minister Tristan Garel-Jones and Spanish Foreign Minister Javier Solana.
However, Mr Garel Jones was unable to persuade the then Chief Minister, Joe Bossano, to attend as part of the UK delegation, something which disappointed the Foreign Office.
The meeting never took place.
