Newly disclosed documents at the National Archives reveal that the Foreign Office considered 'disallowing' the 1st July Rule in 1993 over fears that Chief Minister Joe Bossano had whittled away powers from the Governor in the legislation.
The Acting Governor at the time, Andrew Carter, advised against the unprecedented step, but London was so concerned it even sought legal advice on the matter.
