It's hardly earth shattering news is it, more suitable for the back pages of the Readers Digest. I am a fan of Orwell's writing, Burmese Days, The Road to Wigan Pier, Down and Out in Paris and London are classics.

I don't believe one can make a proper assessment as to the state of state propaganda in russia based on covid when there are things like historical revisionism, foreign policy justifications (the west as an existential threat...), economic messaging, cultural identity etc

Well 61% of Russians had at least 1 covid vaxx, and therefore believed their Government propaganda on Covid. Finland 82% believed it was "safe and effective". UK 79%. China was 90%. Which countries on this list do you think believe their Government propaganda most? Its not nuclear science.....
It's not nuclear science, but as I mentioned earlier, I don't believ that you can't determine how 'propagandistic' a government is from just one data point like covid. Propaganda varies over time, topics, and contexts. A country might push hard on one narrative while being more transparent on others. A deeper analysis would need multiple factors and timeframes.

Well on an issue of life and death, the Russians seem to be better off than most of the west it seems. They don't even register for boosters as a %, but I know what you are saying.
Some things in life are important, others not so much, not getting jabbed is up there near the top in importance.
