TOKYO -- The Japanese government is exploring the construction of bomb shelters on the southernmost Okinawa islands near Taiwan to protect residents from missile attacks in the event of a military conflict in the Taiwan Strait.

As a first step, the Cabinet Secretariat has requested 70 million yen ($477,000) for fiscal 2023 to conduct research.

"We will conduct an extensive analysis looking into various aspects, including specification, technical and cost issues," Chief Cabinet Secretary Hirokazu Matsuno has said.

The government will prioritize building shelters on the Sakishima Islands in southern Okinawa, including Yonaguni and Ishigaki. The islands are home to more than 100,000 residents, and Yonaguni is just 110 kilometers from Taiwan.

There are currently only six officially designated evacuation shelters in all of Okinawa Prefecture -- all on the main island.

Many islands in Okinawa Prefecture lack underground facilities that can serve as shelters. For this reason, the government will also consider building above-ground shelters.

An invasion of Taiwan by China looks increasingly plausible as tensions rise in the Taiwan Strait. But not much progress has been made in discussions of how to protect and evacuate residents on those islands.

In July, municipal representatives from the islands most vulnerable to a Taiwan conflict petitioned the Okinawa prefectural government to build shelters.

Calls are also growing from ruling and opposition party lawmakers in Tokyo, urging the government to build shelters as North Korea continues to test-fire ballistic missiles.

"Evacuation shelters will require government spending, but as we have seen from missile attacks against Kyiv and other places, hiding underground makes you safer," said Hiroshige Seko, secretary-general for the ruling Liberal Democratic Party in the upper house, at a news conference on Tuesday.

Yuichiro Tamaki, leader of the opposition Democratic Party for the People, asked Prime Minister Fumio Kishida in parliament on Oct. 6 whether he planned to push for the construction of shelters at private residences.

"Building private shelters is also being considered as part of the debate concerning evacuation facilities," Kishida said.

Structures that can provide protection from missile attacks and bomb blasts for one to two hours are designated as temporary evacuation centers by the government. As of April 2021, there were 51,994 such shelters across the country.

But only 1,278 shelters are underground. There are also no clear standards for how powerful a blast a shelter should withstand. Underground shelters are at varying depths below ground, and the expected level of damage mitigation is not certain.

And 10% of the officially designated underground shelters are in Tokyo, meaning that the rest are spread thinly throughout the country.

When a North Korean missile flew over Japan on Oct. 4, the J-Alert warning system was sounded for Aomori Prefecture and Hokkaido. But Aomori and Hokkaido have only eight and 16 underground shelters, respectively.

Evacuees will require access to restrooms, food and medical supplies. Older adults, infants and those with disabilities will have to be accommodated as well. A number of facilities will need refurbishing with doors thick enough to withstand bomb blasts.

Switzerland, Israel and Singapore mandate the construction of public and private shelters. Switzerland's shelters can take in 90% to 100% of the population. In Ukraine, people have taken shelter in subway stations.

"The development of shelters should be a long-term initiative, but up until around 2020 the government had overlooked the issue," said Naofumi Miyasaka, a professor at Japan's National Defense Academy.

"It would be meaningless to simply designate evacuation facilities," Miyasaka said. "It'll be necessary to train regularly to ensure smooth communication with the government during emergencies."

South Korea's Joint Chiefs of Staff said in a message to reporters that a navy ship broadcast warnings and fired around 20 rounds of shots when a North Korean merchant vessel crossed the Northern Limit Line, the de facto inter-Korean maritime border.

Shortly afterward, North Korea launched 10 artillery shells into the sea from rocket launchers on its coastline in what it called "threatening and warning fires" as a response to the South's "naval intrusion."

World War 3 – The Second of The Three Woes

The fact that NATO is stepping up its combat support for the Ukrainian military in Britain and on other member states’ territories is clear proof that the U.S.-led axis is at war with Russia. This is no longer a proxy war, but rather a full-scale multi-level war.

“We will not fight a war against Russia in Ukraine.” So said U.S. President Joe Biden back in March this year while also bragging at the same time about pumping Ukraine with lethal weapons to ensure that the NATO-backed Kiev regime would not be defeated.

Biden’s nationwide speech added with a foreboding intonation: “A direct confrontation between NATO and Russia is World War Three, something that we must strive to prevent.”

We should have expected that appalling, fatuous contradiction to sooner or later become manifestly untenable. Indeed, the American people and the world have been conned by a warmongering puppet in the White House.

In reality, it looks like the Biden administration and its NATO partners have done everything to strive toward making war against Russia happen. This American president’s words (like those of his predecessors) have no credibility. Despite his apparent grave warning about preventing WWIII, the manikin in the White House has facilitated this very outcome in the abject service of U.S. imperialist interests. Biden has been a loyal servant of American warmongering for over 50 years, supporting every criminal war that U.S. imperialism has waged. However, it’s a mistake to blame Biden personally, a so-called Democrat. He is but the figurehead for a system that needs war in order to function. If for talk’s sake, Donald Trump or some other Republican politician happened to be in the White House, we would no doubt see the same despicable dilemma.

There are increasing reports of military attacks on Crimea and other parts of the Russian Federation. The Belgorod Region neighboring Ukraine has been bombed several times with villages being evacuated. A Ukraine drone also reportedly tried to attack the Kerch Bridge which connects the Russian mainland with Ukraine. The 19-km bridge was opened in May 2018 by Russian President Vladimir Putin at a cost of $3.7 billion.

It is not clear yet what are the exact causes of these explosions. Initially, Russian authorities claimed they were accidental fires, but now they are admitting acts of sabotage being committed. Western media reports claim U.S. and NATO missiles or drones are involved. The United States is increasing its supplies of long-range offensive weapons as well as C-4 explosives for sabotage operations. Up to $40 billion worth of munitions has been pledged by the U.S., Britain, Poland, Germany and other NATO powers to support the Nazi-infested Kiev regime in its war against Russia. Ukraine has descended into an orgy of Western militarism.

The Kiev regime’s military conduct is being overseen by American and British intelligence. Attacks on Crimea and presumably other parts of the Russian Federation are approved by Washington and London.

In addition to an unprecedented flood of NATO weapons into Ukraine, it is increasingly apparent that the U.S.-led axis is training Ukrainian forces.

This week it was reported that Ukrainian soldiers are being trained in Britain to go fight. At a Copenhagen conference last week, British recruitment and training programs for Ukraine were supported by other NATO members including Denmark, Canada, Poland and the Baltic states. The U.S. and its NATO allies have been running combat training in Ukraine for years. That was partly the reason why Russian forces went into Ukraine in February this year to neutralize a growing national security threat.

Another ominous development was the deployment of American B-52 long-range bombers to Sweden this week. The Nordic country is a soon-to-be new member of NATO along with Finland. The combined move is intended as a calculated threat to Russia’s Arctic region. The Arctic has long seen increasing NATO forces menacing Russia, but the first-ever deployment of nuclear-capable B-52 bombers to Sweden is an “important signal”, as Sweden’s Defense Minister Peter Hultqvist gloated.

All of this shows a heinous, relentless logic for war. Biden’s public misgivings about World War Three were just contemptible piffle. The United States has been gearing up for hostilities against Russia since at least the CIA coup d’état in Kiev in 2014. It really doesn’t matter who sits in the White House. Obama, Trump, Biden, like others before them, are all just message boys for U.S. imperialism. The American ruling regime has a desperate addiction to war to revive its diminishing global power and failing capitalist economy. That’s why Washington is hellbent on recklessly stoking dangerous tensions with Russia and China, as Russia’s Putin pointed out this week.

The sheer array of military involvement in Ukraine and the new, dangerous phase of striking Russian territory means that the U.S.-led NATO axis is de facto at war against Russia. The axis consists of 30 nations (not including Sweden and Finland) plus other non-NATO allies such as Australia and New Zealand. Weapons of increasing long-range offensive capability, as well as training of military forces, are flowing to Ukraine from all of these U.S.-led nations.

Last December, Russia appealed for a diplomatic resolution of long-held strategic security concerns regarding NATO and Ukraine. Those appeals were arrogantly shunted away by Washington and its vassals. Earlier apparent reservations among NATO members about sending lethal weapons to Ukraine have been jettisoned too. Evidently, so too abandoned are erstwhile reservations about starting an international conflict.

The United States, Britain and other imperialist powers are callously turning on the taps to make a bloodbath in Ukraine. The fascist regime they are backing in Kiev is wantonly using nuclear terrorism by attacking the largest nuclear power station in Europe at Zaporozhye. And yet the Western sponsors continue to double down on the provocations to Russia, provocations that now appear to include military strikes on Russian sovereign territory.

The madcap U.S.-led Western powers do not seem to recognize any boundaries. The whole conflict over Ukraine demonstrates the relentless logic of belligerence towards Russia that the Western ruling regimes are addicted to, in the same way as they are towards any other nation that is perceived as an obstacle to global power ambitions. The Western regimes are helplessly, hopelessly charted for war regardless of the democratic interests and wishes of their populations or the constraints of international law. So much for rules-based order! Western rulers and their puppets in office are leading their people and the rest of the world over the abyss.

Incredibly, it seems, the same vile political and economic forces that created two previous world wars are salivating again. And they are unleashing their apocalyptic desires with the same lies and self-righteous deceptions.

Here is How WWIII is Likely to Proceed

Every major modern war, as US Brigadier General Smedley Butler once infamously declared, is a banker war. The NATO Russian war being fought in Ukraine is no different. Non-EU nations that heavily rely on Russian gas, like Norway and UK, will have to make choices in the near future of whether to align with the US MIB (Military Industrial Banking) complex to uphold USD hegemony in international currency markets or to break away from the US MIB complex for the first time in our lifetimes and join the Central America-Asia-Africa—Russia-South America (CAARS) economic alliance that is forming right now.

It may seem ridiculous right now that the UK and Norway would ever consider joining a Russian led economic alliance, but it probably still seems ludicrous to the majority of people that Germany would consider joining an anti-USD hegemony alliance at this time. But if we are remaining realistic in our assessments of how the progression of our current world war will shape economic alliances in the future, we must consider a future with Germany not on the side of the Allies, as was the case during the previous World War, WWII.

WWIII, will play out whereby, to use the Allies and Axis division of WWII, the Allies will include the US, the UK, Canada, Australia, New Zealand, Japan, South Korea, and the Axis will include nearly everyone else. And for even the Asian nations that historically have exhibited complete obedience to the Western, pro-USD MIB (Military Industrial Banking) complex, the government officials of such nations are likely to encounter fierce opposition to this exhibited loyalty in the near future from their citizens, due to the massive destruction of the purchasing power of their domestic currencies that this blind loyalty has incurred.

Those of you that have been following my writings for a couple of decades know that during the 2008 global financial crisis, I stated many times that when the time came for the world’s major fiat currencies to fail, that they would fail in this order: the yen, the pound, then finally the USD. As we can see, my 2008 prediction has started to play out already. The yen just passed 150 yen to the dollar this month, marking the weakest it has been v. the USD since 1990, 32-years ago and marking a loss of 55.2% against the USD just since November of 2008.

Below, I have posted a long-term historical GBP-USD forex chart. Although one can easily spot that the GBP (Great British Pound) is the weakest it has been against the USD in half a century with the exception of 1985, since November 2008, it has weakened a significant 33.6% against the USD, but is still lagging behind the JPY in terms of collapse against the USD.

As WWIII plays out, even strong allies of the USD hegemony central banking complex will have to overcome massive protest on behalf of their citizens to continue to side with the allies in war when the economic missives of war are so obviously hurting their own citizens.

Thus, even as the loyalty of the Allies governments will surely face more challenges as their domestic currencies collapse and plunges their citizens into increasing economic suffering and hardships, several of the largest Allies powers during WWII, Russia (the Soviet Union back then) and China have clearly flipped sides in this world war and are no longer on the side of the Allies. The color coded map below shows the nations (in maroon) that are already part of, and most likely to join the CAARS economic alliance.

Most Westerners, because they only read Western MIB controlled media (as former German editor Udo Ulfkotte admitted that his newspaper was filled with CIA planted propaganda as “news” during his editorial tenure), have zero knowledge of the major fractures between German cabinet members and the US political elite regarding economic issues that have been intensifying for decades now (and of which all paying subscribers on this site, if you’ve read all my articles, should be well aware).

Furthermore, when it is likely revealed, either privately or publicly that a US or US/UK military theater operation was responsible for destruction of parts of the Russian Nordstream gas pipeline in order to punish German economically for their lack of support to the US/UK in the Russia NATO war in Ukraine, German cabinet members will likely interpret these findings as a declaration of war of NATO against them. And this will provide even more incentive for Germany to finally leave the NATO alliance. In addition, former US Under Secretary of State Victoria Nuland’s leaked phone conversation in 2014 in which she vitriolically spewed, “F*ck the EU!” when discussing the EU’s lack of support for NATO’s war against Russia in Ukraine widened the fracture between some economic giants in the EU and NATO, despite Nuland’s subsequent apologies, which were likely viewed by the offended as completely insincere. Consequently, Germany leaving the NATO alliance, as WWIII progresses, to preserve the economic future of its citizenry and the sovereignty of its nation, is a real distinct possibility of which most people around the world are completely ignorant.

It is a near given that the world’s largest producers of gold, silver, platinum and palladium that are not part of the NATO alliance, specifically China, Russia, Mexico, South Africa, Uzbekistan, Peru, Indonesia, Sudan, Chile, Bolivia, Kazhakstan, India, Indonesia, South Africa, and Zimbabwe, will all join the future economic alliance I discussed here, that I have labelled the CAARS alliance in this article. Why? Simply because it behooves all of them, even if they are not major producers of these metals, to join a regional alliance intent on freeing the global prices of these precious metals from the pro-USD hegemonic Central Banking alliance.

When nations with the largest GDPs in Africa, Latin America and Asia join this alliance, it only makes sense that the nations in these regions with smaller economies also join, as their massive debt is denominated for the most part in US dollars and is becoming untenable given USD strength against the fiat currencies of emerging markets.

Joining an alliance will allow such nations to eventually escape the gravitational pull of their crushing USD denominated debt that has withheld the economic development of such nations for decades, if not centuries.

For the above explanation, I’ve attributed entire global regions to the CAARS alliance in the US against the world WWIII map. And why have I labelled the CAARS alliance versus the Allies a military conflict versus just an economic conflict if I have described the entire conflict as economic up until this point? Because economic conflict always breeds military conflict. As I stated in previous articles I’ve published on this platform about this topic, the NATO alliance would never have baited Russia into invading Ukraine if there were no directives to maintain USD hegemony, continue the suppression of gold prices, and therefore maintain the status quo in global power that funnels the world’s wealth into the pockets of the Western MIB (Military Industrial Banking) complex.

And as all major wars begin with economic sanctions (study the economic sanctions levied against Japan during WWII to understand the economic sanctions levied against Russia this year), these economic sanctions, when proven to be insufficient to maintain the status quo, as they have been this year, eventually always transform into military actions (the coordinated explosion of the Nordstream gas pipeline and destruction of the Kerch Bridge joining Russia and Crimea). At this point and time, any rational student of history that understands that all military wars begin as economic wars also understands that WWIII has already begun.

I still stand by my take that if this world war is escalated further in theater operations, that a member or members of the NATO alliance will be the one, not Putin’s Russia, to escalate the economic/military conflict into a nuclear conflict. If it is proven to be true that the US/UK blew up the Nordstream gas pipeline, then their willingness to take desperate measures to maintain the status quo to keep half the world’s population in great economic suffering will have already been proven.

However, even then, I don’t believe the escalation will be via a dirty bomb or an outright nuclear strike, even though the big story this week has been the levied claims of Russian cabinet officials that a “false flag” dirty bomb inside Ukraine may have been tabled by NATO forces as the next phase of this war. Rather, the most likely strike in my opinion, as the MIB complex has shown a willingness time and time again to sacrifice millions of lives as pawns in their military wars to accomplish their economic missives, is something much worse. In my opinion, the most likely escalation of this current NATO Russia war will be a strike against Ukraine’s nuclear reactors that will create a nuclear meltdown and radiation fallout that will sicken and kill thousands, with planted evidence to blame Russia as the culprit of the attack.

The most likely manner in which this would be carried out, if this insane tactic is on the table, is through a cyberattack, of which I warned about extensively here, as it is near impossible to prove up allegations made regarding the origins of a cyberattack without leaked evidence, much as the Western media initially blamed the Stuxnet virus on Iran. However, after the target of the Stuxnet virus was revealed to be centrifuges of the national Iranian uranium enrichment program, this false, trumped up charge no longer remained credible.

The reason I see such an escalation as a possible next step of this military escalation is because such a cyberattack/or direct strike would kill several proverbial birds with one stone. As always during war, when such attacks occur, we must ask, “Cui Bono?" or "Who Benefits?"

Zbigniew Brzezinski summed it up an article in Foreign Affairs:

“Given (Russia’s) size and diversity, a decentralized political system and free-market economics would be most likely to unleash the creative potential of the Russian people and Russia’s vast natural resources. A loosely confederated Russia — composed of a European Russia, a Siberian Republic, and a Far Eastern Republic — would also find it easier to cultivate closer economic relations with its neighbors. Each of the confederated entitles would be able to tap its local creative potential, stifled for centuries by Moscow’s heavy bureaucratic hand. In turn, a decentralized Russia would be less susceptible to imperial mobilization.” (Zbigniew Brzezinski, “A Geostrategy for Eurasia”, Foreign Affairs, 1997)

Washington plans to establish its primacy in the world’s most prosperous and populous region, Eurasia. And–in order to do so– Russia must be decimated and partitioned, its leaders must be toppled and replaced, and its vast resources must be transferred to the iron grip of global transnationals who will use them to perpetuate the flow of wealth from east to west. In other words, Moscow must accept its humble role in the new order as America’s de-facto Gas and Mining Company.

The US foreign policy establishment still resolutely asserts Washington’s right to dominate Central Asia and to regard any competitor in the region as national security threat. This is further underscored by the fact that both Russia and China have been identified in the latest National Security Strategy as “strategic competitors” which is a deep-state euphemism for mortal enemies. Russia’s only crime is that happens to occupy real estate in a part of the world the US wants to control by any means necessary. When Hillary Clinton first announced US plans to “pivot to Asia” most people thought it sounded like a reasonable scheme for shifting resources from the Middle East to Asia in order to increase US participation in the world’s fastest growing market. They didn’t realize at the time, that policymakers intended to goad Russia into a bloody ground-war in Ukraine to “weaken” Russia so that Washington could spread its military bases across the Eurasian landmass unopposed. Nor did anyone foresee the lengths to which Washington would go to provoke, isolate and demonize Russia for the express purpose of removing its political leaders and splitting the country into multiple statlets . Here’s Hillary making the case back in 2011:

US lawmakers are seeking to flood Taiwan with as much American weaponry and military training as possible, the Washington Post reported on the eve of President Joe Biden’s planned face-to-face meeting with his Chinese counterpart Xi Jinping

If successful, the bipartisan effort would enable the Pentagon to tap its own weapons stocks, including Javelin and Stinger missile systems, to accelerate a military buildup in Taiwan, the newspaper wrote on Sunday, citing US officials. The report, however, noted that approval for taxpayer-funded military assistance to Taipei may hinge on support from Biden, who had promised to “figure out what the red lines are” during his meeting with Xi on Monday in Indonesia.

Lawmakers who back the effort apparently hope to avoid a repeat of the Russia-Ukraine conflict. “One of the lessons of Ukraine is that you need to arm your partners before the shooting starts, and that gives you your best chance of avoiding war in the first place,” Representative Mike Gallagher, a Wisconsin Republican, told the Post.
The Biden-Xi summit comes at a time when US-China relations are at their lowest point in recent memory. Beijing broke off military and climate ties with Washington in August, after US House Speaker Nancy Pelosi went through with a controversial visit to Taiwan, in defiance of warnings from Chinese officials that the trip would undermine China’s sovereignty and embolden separatists in Taipei.

Chinese forces ramped up military drills in the Taiwan Strait immediately after Pelosi’s visit, and Xi said last month that China wouldn’t rule out using force, if necessary, to reunify with the province. The Pentagon, which has branded China the top threat to US national security, vowed on Wednesday to continue providing military assistance and training to Taiwanese forces.

Even as it maintains a policy of recognizing – but not endorsing – China’s claim to sovereignty over Taiwan, the US has sold weapons to the island for decades. Unlike those deals, the proposed military aid would be given to Taiwan at US taxpayer expense. It could include such weaponry as anti-ship cruise missiles, anti-aircraft defense systems, self-detonating drones and naval mines, the Post said.

The aid could total $3 billion annually. The goal is to “make the Taiwanese a formidable military force that can defend itself, like the Ukrainians, or at least make it very hard for the People’s Liberation Army to attack them,” said Senator Dan Sullivan, an Alaska Republican.
