There are probably meaning layers to this move by the Government.
The first being that this is a psychological warfare tactic on the people of Gibraltar in retaliation for their recent protests on Nov 1, Nov 5 and Nov 15.
The Government probably thought it had things well under control, until people started rising up. It's time to knock Gibraltarians down and show The Rock who really rules. Oppression works to take away hope. How's that for believing in the false hope of the vaccines and their kind of "papers-please" freedom of Gibraltar's new normal.
The second being that a winter lockdown has been planned for quite some time. They've been warning everyone – have you listened to the talking heads the last few months. All these news releases about the surges and possible lockdown was to programme this into your psyche.
The third being that Gibraltar is once again a test bed to see how this kind of totalitarism works right before the holidays. Other world leaders in bed with this plan are watching.
Of course, Gibraltar could decide to flourinate the water to keep everyone docil like the UK did recently, and like they did in the Nazi concentration camps.
Amid a surge in Covid-19 cases, Gibraltar has canceled official Christmas events and “strongly” discouraged people from hosting private gatherings for four weeks. Gibraltar’s entire eligible population is vaccinated.
The government of Gibraltar recently announced that “official Christmas parties, official receptions and similar gatherings” have been canceled, and advised the public to avoid social events and parties for the next four weeks. Outdoor spaces are recommended over indoor ones, touching and hugging is discouraged, and mask wearing is advised.
“The drastic increase in the numbers of people testing positive for Covid-19 in recent days is a stark reminder that the virus is still very prevalent in our community and that it is the responsibility of us all to take every reasonable precaution to protect ourselves and our loved ones,” Health Minister Samantha Sacramento said.
Gibraltar, a tiny British Overseas Territory sharing a land border with Spain, has seen an average of 56 Covid-19 cases per day over the last seven days, up from fewer than 10 per day in September. The rise in cases, described by the government as “exponential,” comes despite Gibraltar having the highest vaccination rate in the world.
More than 118% of Gibraltar’s population are fully vaccinated against Covid-19, with this figure stretching beyond 100% due to doses given to Spaniards who cross the border to work or visit the territory every day. Gibraltar’s entire adult population has been fully vaccinated since March, and masks are still required in shops and on public transport.
Gibraltar is currently doling out booster doses to the over-40s, healthcare workers, and other “vulnerable groups,” and administering vaccines to children aged between five and 12.
Wow, one almost couldn't make it up. The most vaxxed (118%) place in the world, is being reported as having an exponential rise in cases..
Indeed, what will they do, when there is hardly no one non vaxxed left to blame? I listened to a radio show recently, where a perplexed presenter was asking questions about the high number of cases, despite the high percentage of vaccinations. Unsurprisingly, the medical person answering his questions just stuck to the script, and kept talking about how well the vaccines are supposedly working. At this rate, they may not be able to deny it for very much longer, though..
Similarly well-vaccinated countries have also reported surges in Covid-19 infections recently. In Singapore, where 94% of the eligible population have been inoculated, cases and deaths soared to record highs at the end of October, and have since subsided slightly. In Ireland, where around 92% of the adult population is fully vaccinated, cases of Covid-19 and deaths from the virus have roughly doubled since August.
It's because officials in Gibraltar recently canceled Christmas because of rising COVID case numbers.
And that's the region where residents were told they lived in the "most vaccinated country in the world."

This Country Reached 100% Vaccination in April. Now, COVID Is Cancelling Christmas

While one of the world’s gold standards for vaccine acceptance may have stamped the hallmark of distributing a Coronavirus Disease 2019 (COVID-19) vaccine injection to every man, woman, and child in April, the country recently announced Christmas was cancelled, precisely due to COVID running wild.
Nonetheless, Gibraltar was hailed in mainstream media as a hero in the struggle to save the world’s lives from the stubborn gain of function-created SARS-CoV-2 because it succeeded in administering two doses of injection on average to 100 percent of its population by April, according to website Covidvax Live.
Gibraltar’s data may prove inconvenient for the central global establishment pro-vaccination narrative. While an Oct. 12 article by news.com.au utilized data from aggregator Our World in Data to promote the territory for its vaccine acceptance figures, as of time of writing, the website pulls no data and cites no statistics.
100% Vaccinated Gibraltar now cancelling Christmas due to “exponential increase” in covid
Dr. Helen Carter, Gibraltar’s Director of Public Health, appeared on television to explain that the country is “in a period where we are seeing an increasing number of cases,” and that “this is not unexpected.”
“People may have seen across Europe, we’re seeing cases tick up – Germany, Denmark, France for example,” she added.
Carter went on to try to explain away the fact that cases are rising despite total compliance with the jab program.
“So we know that with all vaccines, our immune response fades over time,” she said. “And covid vaccines are no different to other vaccines, so that’s why we need to boost our population.”
Residents of Gibraltar do have the option to “exercise their own judgment,” the government says. But people are “strongly” advised to stay at home forever and take whatever injections are presented to them as boosters.
Health Minister Hon Samantha Sacramento described the current uptick in cases in Gibraltar as “drastic.” She says that people should line up immediately to get their boosters in order to flatten the curve.
A spokesperson announced that people should continue to live in fear, always worrying about whether they are indoors or outdoors, and whether there is enough ventilation present to keep Chinese Germs at bay.
“In the same way, as has happened in the past, this advice may change going forward,” this person added, suggesting that the rules will change on the fly as the government sees fit.

Update: At 57:22-1:02 mark, a call came in about Gibraltar. His main criticism is that the ITV footage of the news, which came out of the blue, was not an accurate portrayal of the streets of Gibraltar.

Boosters were planned the whole time. While he wrongly said Sacramento was the PM, the quote that she said was correct. He said "it's not going to stop at the 3rd jab". These boosters (which are really the third shot of the same poison) are planned forever. They lied when they said if you take the jab, everything will go back to normal. The government is lying to you.
The funny reality with these vaccines, people are covering up it's reactions as side effects, they no longer consider it a threat to humanity but side effects which will with time clear and they will have a normal life they think so. People take a lot of water immediately after vaccines to avoid the side effects and this has kept people blindly going for it, they say after all it's the side effects. While others after vaccination take marijuana leaves to cub the so-called side effects. Vaccines are no longer considered as a threat by the fast asleep ones while a few conscious ones who actually see it as life threatening are taking the jab for fear of losing their jobs, forxample schools are hanging short notices of less than three days to their staffs to hand in evidence of their vaccination cards to the school administration if they so wish to retain their jobs and so on. These people have worked so hard that even people in villages who had never wished to take the jab are now doing so with smiley faces, they think it is for their own good. While others have resorted into buying the vaccination cards to fool the government for wanting to destroy humanity since they have failed to listen and accept the truth about these deadly vaccines.
Govt publishes new guidance for private events this festive period

Fabian Picardo warns that the public should follow Public Health Guidance in order to avoid another lockdown, also sayng "we need people to take up the offer of the Booster Jab."
The Government the guidance published this morning for events includes limiting the number of people allowed in a venue, assessing attendees vaccination status, spacing of seats, using a symptom checker and ensuring the room has appropriate ventilation.
A statement from No6 Convent Place said that despite the Covid-19 vaccine preventing the majority of hospitalisations and severe disease, the evidence obtained shows that of the positive cases Gibraltar has had over the last three weeks, less than 5% were in individuals with no symptoms.
This means the majority of positive cases have had Covid symptoms.

As we approach the festive period and as we see an increase in the number of positive COVID-19 cases, Government advises everyone to take a pre-cautionary approach when arranging, attending and hosting events.
The vaccine is preventing against the majority of hospitalisations and severe disease. However, the evidence obtained shows that of the positive cases we have had over the last 3 weeks, less than 5% were in individuals with no symptoms, i.e. the majority had Covid symptoms. Members of the public are therefore urged not to attend events or functions if they have any COVID symptoms, even mild ones.
The Director for Public Health has provided reviewed guidance in order to support and reduce the uncertainty for those hosting private events and functions.
Ventilation and duration of contact are the two main factors that determine the risk of COVID-19 infection. The main concern is related to crowded indoor events, which are assessed to be of a higher risk. As such, the Director of Public Health strongly advises the public to consider limiting numbers appropriate to the venue and adopting a precautionary approach this side of the festive period.
When holding a private event, organisers should carry out a risk assessment which captures the following:
The current epidemiological situation
The number of people attending
The vaccination status of attendees
Format of the event
